Paypal: New Policy Update

Are you a Paypal user? I am and just received Paypal’s Notice of Policy Updates few hours back. I don’t really do well with a long read especially when it says something like: Legal Agreements, Terms of Use, Terms and Conditions. They usually come with a very long tale and aren’t they just too boring to read? Most probably yes, but sometimes we just have to be as abiding being a user to any online services (especially when it is free) because it is where sometimes we get caught troubling ourselves with questions that are actually already been answered.

So if you haven’t checked it yet, you can view this Policy Update by logging in to your Paypal account. Once logged in, look at the Notification section on the top right side of the page for the latest Policy Update.

COUNTRY OF RESIDENCE and AVAILABLE SERVICES

This PayPal User Agreement applies to you if you reside in one of the countries listed below. You are required to register your PayPal account in the country in which you reside.

PayPal service availability varies by country. Please see below to determine which services are available in your country of residence.

Countries with the ability to send and receive payments: If you reside in one of these countries, you have the ability to send and receive payments.
Countries with the ability to send and receive payments and have Automatic Transfer:

If you reside in one of these countries, you have the ability to send and receive payments. In addition, PayPal will automatically transfer your PayPal balance to your US bank account or credit card on a regular basis.
Countries with the ability to send payments:

If you reside in one of these countries, you have the ability to link a credit card to your PayPal account and send payments. You do not have the ability to receive payments.

I didn't know that Paypal is now prescribing charges apart from their $5 withdrawal transaction fee. Last Monday, July 13 I received payment from an independent advertiser for the review I made for their website. I was a bit surprised because instead of $60 I only get $57.36. That prompted me to immediately check the transaction details and from there I found out that a certain fee amounted to $2.64 was being deducted from my earnings.

July 2, I received payment of $40 from the same advertiser. If you take a look at the screen shots below, the first payment was obviously intact while the recent is reduced. So I've been wondering what this is all about. I was thinking of contacting the sender to clarify the issue but I refrain to so do considering that the amount sent to Paypal was undeniably exact.

I have been using Paypal service since 2007 and have deal no issues like this as to my preceding transactions. I tried to review their notifications on policy updates (top right of my account page). The latest policy amendment that took effect June 3 of this year does not actually describe any additional receiving charges like what they could have been mistakably imposed to my account so I wonder where on earth is this coming from! If this was just one of those unavoidable online discrepancies, I might consider but if not I think as a bonafide user I practically have the right to demand clarification from their end.
